Big donors giving most of the cash for governor’s race

New Mexico lawmakers in 2019 doubled campaign contribution limits for those seeking seats in the Legislature or running for governor, arguing they needed more money to compete against a deluge of outside spending. 

Now, in the first gubernatorial election since 2019, those higher limits appear to have paid off for incumbent governor Michelle Lujan Grisham, a Democrat, and her Republican challenger, Mark Ronchetti. 

They’ve both already raised more than candidates raised in 2014 and 2018 during the same time period under the previous, lower contribution limits. Lujan Grisham raised by the first week of September as much as she did for the entire 2018 election. 

But there’s another difference too, one that if it was foreseen wasn’t mentioned when lawmakers in years past debated increasing the limits: the majority of the cash used by Lujan Grisham and Ronchetti to run for office this year comes, so far, from a small set of well-heeled groups of individuals and businesses, unlike the previous two gubernatorial elections. 

Campaign finance reports reveal multiple instances of tens of thousands of dollars coming from groups of people related through business or family connections, such as spouses, children, and parents.  

The higher limits mean such groups can collectively give a much greater amount than before, and in turn garner the greater access and influence that potentially follows. 

It’s unclear if one person acts as a “bundler” of such donations, because New Mexico doesn’t require people to disclose the fundraising they do among friends, family or colleagues to support particular candidates. 

But groups of related businesses or families  and the amounts they’ve given can be identified by examining  information reported by candidates, particularly the physical or mailing addresses of donors. 

Sixty percent of around $10 million raised by Lujan Grisham through the first week in September has come from donors at just 357 of the more than 13,000 donor addresses provided in her reports. 

And 53% of the almost $6.5 million Ronchetti has raised comes from donors at just 206 of the 9,112 addresses in his reports. 

From each address in those small groups, the candidates gathered at least $10,000. In many cases there is one donor at the address giving the maximum of $20,800 (half for the primary, half for the general election), but there are many instances in which the total given by multiple people or businesses sharing an address is double that individual legal limit or much higher. The giving reported so far spans the entire primary election cycle, which began Jan. 1, 2021, plus general election donations through early September.

It’s been three days, and some New Mexicans suspect they haven’t been given the real reason Trujillo was fired and why now. 

The administration has said it was about her ability to communicate, manage and meet the governor’s expectations for transforming public education in New Mexico.

A spokesman initially pointed to the shaky rollout of a signature education program called K-5 Plus across the state, but the administration is beginning to walk back an effort to pin the firing on implementation of that program. Trujillo had pushed back, saying she didn’t get much direction from the governor and that she had raised alarm early on about how difficult K-5 Plus would be to implement immediately, as designed by the Legislature. 

And Trujillo said if communication was deficient, it was on the part of the governor. 

“It would have been nice to have a conversation with the governor where she said what her concerns were so that I could have done something about them, but that conversation never took place,” Trujillo said. Tripp Stelnicki, Lujan Grisham’s director of communications, said Trujillo heard from top administration officials from the governor’s office, including Lujan Grisham herself, about the governor’s frustration with her communications skills and leadership at the Public Education Department — and that Trujillo’s pushback comes from someone “with an axe to grind.”

The hygienist will see you now at Lynn Middle School

There was something poetic about Lynn Community Middle School’s dental clinic opening on Wednesday. That day the school hosted its monthly food pantry for neighborhood families. And it was the same day Gov. Michelle Lujan Grisham signed into law House Bill 589, which sets up an initiative to take the community school model statewide. Every Wednesday, students at Lynn Middle School will be able to get preventive dental care right down the hall from their classrooms. The clinic is staffed by dental hygiene students from Doña Ana Community College. Those are just the kinds of things community schools are meant to do — bring social services to students so they can concentrate on learning, and become a resource for the surrounding community.

The countdown to Election Day has begun. With less than a week to go, nearly a quarter of New Mexico’s registered voters have already cast ballots. But that still leaves the vast majority of voters with decisions to make. Small donors make a showing for Lujan Grisham

One of the stories that’s emerged during the 2018 election is a surge of online small donors crossing state lines to power insurgent Democratic candidates who the party hopes will lead to a takeover of the U.S. House of Representatives. One of those campaigns is in southern New Mexico’s 2nd congressional district. Democratic candidate Xochitl Torres Small has built a war chest that includes significant small donor support in a race against Republican Yvette Herrell that the Cook Political Report has rated a “toss-up.” 

But Torres Small and other Democratic congressional candidates aren’t the only ones benefiting. New Mexico gubernatorial candidate Michelle Lujan Grisham’s small donor contributions reported with a month left in the campaign have notably outpaced not just her rival, Republican Steve Pearce,  but also candidates in the last two gubernatorial campaigns. And a much larger share of her small donations, those that are $200 or less, come from outside New Mexico. 

 

Lujan Grisham’s ability to rake in so many small donors from other states may say less about her positions and more about her ability to tap a national network of Democratic small donors giving small amounts, often multiple times.

Website quizzes governor, Congress and Land Office candidates on child wellbeing

This story has been updated. It’s a pivotal year for New Mexico, with a high-interest midterm election ahead in November. New Mexico is likely to see big changes in state government after eight years of Gov. Susana Martinez’s administration, and the national debate has been supercharged with both support and opposition to the Trump administration. With the stakes this high, the New Mexico Pediatric Society and New Mexico Voices for Children last week launched the voter-education website You Decide NM to share responses from candidates for governor, Congress and the State Land Office on a wide range of issues such as education, access to health insurance, energy policy and the environment that they believe will affect child wellbeing in the state. The groups also plan to run an internet advertising campaign to drive New Mexicans to the site.

High Stakes Race: Oil and gas industry and environmentalists square off over next governor

Take a look at most oil and gas infrastructure — wellheads, pipes and cylindrical storage tanks — dotting New Mexico oil and gas fields, and little seems to be happening. But use the right equipment and you can see gases, including methane, wafting into the air. Heading skyward with methane, the main component of natural gas and a greenhouse gas that contributes to global warming, are royalties some say the oil and gas industry could be paying New Mexico. An April report from Taxpayers for Common Sense, a national budget and taxpayer advocate, analyzed federal leases through the Office of Natural Resource Revenue and estimated that the gas lost nationwide on federal lands in 2016 was worth $75.5 million. Half of the gas lost between 2012 and 2016 came from New Mexico.

Lessons governor candidates can take from education reform

When Gov. Susana Martinez was sworn into office nearly eight years ago, she had this to say about educating children in New Mexico: “Nothing we do is more indispensable to our future well-being or will receive more attention from my administration than guaranteeing our children a quality education.” New Mexico had received an “F” for K-12 achievement on a national education grading report. Fast forward eight years. As she winds down the final year of her second term, New Mexico earned a “D-” for K-12 achievement from Education Week’s Quality Counts report — and our overall grade actually sunk from a C to a D, dropping from 32nd to 50th out of the 50 states and the District of Columbia. There’s more to learn about that progress — or lack thereof — in trying to improve education in New Mexico, other than “it’s hard.” Turning around a system as large as public education is like turning an aircraft carrier.

Q&A: Lujan Grisham says early childhood ed will be ‘hallmark’

New Mexico In Depth is speaking with the candidates for New Mexico governor on the issues of early childhood, child wellbeing and education. Michelle Lujan Grisham is the congresswoman from Albuquerque, and is one of three candidates seeking the Democratic nomination.  This Q&A has been edited for length and clarity. Sylvia Ulloa: Can you lay out what early childhood education would look like in New Mexico under your administration, and how you would get early childhood to rural New Mexico? Michelle Lujan Grisham: Early childhood education would be a hallmark of the administration.
